There’s a special feature in one of the DVD season box sets where I could have sworn they did a short with the Doctor and River, and he gives her the screwdriver she takes to the Library.

I believe Moffat abandoned the “meeting in reverse” plotline, which is clear by the Doctor meeting River when she regenerates from Mels and then there’s more River later. If the “meeting in reverse” plotline was held true, that would have been the very last time the Doctor should have ever seen River. At some point…

Besides, in the shorts “Night of the Doctor” on Eleven’s last season DVD clearly shows Eleven taking River to the Singing Towers, which is supposedly the “new haircut and a suit” scene that was mentioned in the Library two-parter.
