To be fair, finger printing only works if the person is in the database to begin with.. so assuming he’s never had any interaction with the police/military, it’s unlikely he would be in their DB. But there are many other ways to identify a John Doe (Dental, any ID that is currently on him, secondary witnesses, etc..).
