Yes, they are already illegal for road use. But guess what? They are in use on road vehicles all over the country. This means the current laws and policy isn’t working.

I completely agree. It is not at all a simple process. But it also is possible so its not as if the car modding industry is dead. It will just be more expensive and some parts won’t be available at all.

No, they are banning the sale of “off road use only” parts for road going cars. Like the tuners used to allow diesels to roll coal...they want all parts sold to also be 50 state legal for emmisions.

Yeah. COPO used to be a big engine option (with some accessories and an axle upgrade) for an otherwise stock car. Now it’s a race-car-in-a-box for the rich and lazy to go out and be competitive beat those that know what they’re doing and built their own rides.
