Stop normalizing this.  It’s a big deal BECAUSE people think it’s a big deal.  That’s how that works.

It’s an invasion of privacy, and how the hell would anyone he was filming know why he was there or whether or not genitals were caught on camera?  If you’re defending this, it’s likely based on something else.  Some people just want to defend the guy.
