Don’t see why R* would, it’s using original game files from both games and not creating a new game using their IP.

A mod that requires valid versions of both games to work, and is single player? That doesn’t sound likely. Most of the stuff I’ve seen here that then got a CnD was stuff that was inevitably going to get a CnD, because they repackaged assets into their own title or deliberately lifted IP.
