Let's be accurate. These states were used in the great USSR/ US battle. When the Soviet Union finally fell, they were no longer in a financial position to fund these states to keep up social programs and the US no longer saw a need to fund them. When the social programs collapsed, religious groups filled the void.

OMG I am so late on this but there was a rather large, extremely dedicated internet community to this show on HBO's message board.
