If you sell a game and allow people to play it, it’s released. This entire “Early Access” nonsense doesn’t mean anything. Most of these games never even make it to a released state; they just sit in “Early Access” until the end of time.

Could is a strong word. There are tons of great sets on that site that use existing IPs that will never actually get made. The rights just cost too much.
