In hindsight I totally see why nobody watched this show when it was originally on, what a nothing show.

They were trying to get people to surrender by providing a cure to the killer plant pesticide.

The whole point of them getting the humans to surrender to them was to get them to willingly give up control to them. Which raises the question of why did they need to do this if they were just going to brainwash everyone immediately afterwards.

I had no clue what the hell was going on throughout most of this episode and it ended on a very weak note. Though I do kind of like the friendship between Nardole and Bill.

I'm thinking he just prevents Bear-Boy from killing her and she escapes in the crossfire.
