Well I’d argue that alcohol is a lot more a part of human society (Seriously... the invention of alcohol predates freaking farming!) so phasing it out of society is going to be quite difficult.
As a general rule, I have found if both people are heavily incapacitated, but would otherwise have been agreeable to intimacy, it’ll generally play out as both sides deciding a mistake had been made, and they go from there without particular animosity (at least not to the point of pressing charges). Does everyone here live in good neighborhoods or something? Expecting the worst in people is a survival skill. There are parts of town that people know are dangerous so most people do what they can to either be safe in those areas or make sure they have their faculties together.
