By “ICE tax” I meant your idea of a luxury tax on ICE vehicles. I said the advantage of your tax is that it isn’t onerous for poor people like a fuel tax would be. I didn’t write it very clearly, though.
I was thinking of fuel pricing, but an ICE tax could work without being onerous for poor people. A multiplier of the Co2/km rating would work, because it wouldn’t have a huge effect on fuel efficient hybrids while discouraging people from buying big trucks and SUVs unless they really need them.
This is dumb, for sure, but at the same time it does draw attention to the problem of using bans to stop people from buying things they want. I want bans to be the last resort. I would rather work on demand triggers like pricing (e.g. include externalities in the price), and supply triggers like infrastructure…

Umm, that ruling referred to in 4th gear has precisely nothing to do with the IRA and the rebate eligibility rules. It has to do with how domestic vs foreign content of cars is counted under the USMCA (new NAFTA).

The definition of SUV only matters because of carve-outs to various regulations (or incentive programs). Just get rid of it all. If it has a bed with a 1000lb load capacity, or is sold as a rolling chassis, it qualifies as a light truck. Everything else is a passenger vehicle and needs to meet all the same standards.
