1st: we have a similar program here in BC, though much less generous at only $1050. There is no other incentive program for e-bike purchases. They don’t even waive the sales tax like they do on conventional pedal bikes.

I’m not sure that’s the main purpose of the deflopinator. Often I’ll be stopped on my regular bike and reaching for a beg button and the front wheel will crank over and want to pull my bike down. It is truly nuts. The fastest I’ve ever been was an indicated 135mph (so probably something less than 130) on a ZX-6R. I was getting buffeted around so much it was nuts. I can’t imagine adding another ton on top of that!

I have a theory that the quality of commercial drivers is proportional to the value of the cargo they carry. Dump trucks and garbage trucks haul cargo of essentially zero value, so you do the math.
