SVP-24 is nothing more than a new navigation system for Russian combat aircraft (some sort of INS + GLONASS). The problem is, Putinbots and the Russian state media have claimed that it significantly increases the accuracy of high level bombing, up to the JDAM levels, which is physically impossible.
There is a thing called Missile Approach Warning System; basically, a Doppler radar or an IR system that detects incoming missiles, whatever guidance they may have, and it has been in service for quite a while.
