You don’t need to have a UN or a Congressional approval to justify a military act that requires quick decision making. If the US military would wait for approval for its every military operation, nothing would ever be done efficiently. The justification comes from means used, the end result and the target itself.
Russia is doing things far worse than anything that US is doing right now. Today, US has bombed ISIL in Libya, which resulted in deaths of two Serbian hostages, of whose presence Pentagon had no idea. It was a legitimate airstrike.
