I’m pretty sure I’ve heard of HOAs that have rules about what you can do even in the garage. I could also see some municipalities having rules that basically say that you can’t handle hazardous materials (such as oil, brake fluid, coolant, etc) yourself, or at least that you need some sort of permit.

Considering the pucker factor involved, it likely took a while to unpucker.
