I think it was just a way to bring back one of the favorite secondary characters. I believe that he was truly moved by Norma and her hurt and confusion.

I am in the middle of my second viewing of Bates Motel season 4 on Netflix. How on Earth is Freddie Highmore not even getting nominated for lead actor this is amazing work… Some of the shows that get nominated and awards are ridiculous… there must be some politics involved just like the Oscars
