I know this is far from a perfect solution, but I wonder how much of this problem would take care of itself if you had to pay even a very small amount of money for every video uploaded (non-refundable if your video is rejected for TOS violations). It increases the friction to upload content, and slowing down content

If you think drinking is “an integral part of most social activities in US culture” you’re not doing US culture right. Just because alcohol is available, that doesn’t obligate you to partake. I’ve never cared for alcohol, and I’ve never had any problem engaging with US social culture.
