Those recommended requirements are quite high, would they add more cars/people? GTA always had that problem with their empty cities so that would be pretty cool. 

Its way easier to make this action characters into the game cause most of them had already a move set + the characters you are mentioning are kinda old and not many of us zoomers remember them or even know them .
