Cable boxes are all IP-based anyways.. each is its own DOCSIS modem with a private IP address. Replacing a cable box with a Roku would still be using the same cable capacities. Of course if your QoS isn't set up to your liking, you will notice performance decrease across your network.

I always look for a locally hosted mirror rather than downloading from big name repositories such as Download.com or the like. I also do this to stay away from being forced to use a prorpietary download manager that itself is crapware.
