How about the city worker that faked the water reports? In the end, the City was still running it’s own services, it was only the big decisions the EM made. It was and is the responsibility of those voted into office IN FLINT to make sure it’s services are safe. They didn’t do that.

The emergency manager didn’t run the waterworks, the City did. They had the responsibility for running it, they ran it poorly.
