Sorry I wasn't clear. I'm talking from my experience managing and maintaining a small 40 unit complex. The parking lot lights were mounted on the building, with small, always-on, fixtures in front of each unit. Our complex was legit with a separate meter on each building for the security lighting.

Before you sign the lease, check the meters. If there are four units and only 4 meters, you might end up paying for the lights over the parking lot.

I'd add daily family reading of scripture to the top of this list. All four of my kids read books 1.5 to 2 levels above their grade, and its the younger ones who are even more accelerated because we didn't do it when the older ones were younger.
