@Purple Dave: nope, you've got it. there are at least a couple TOS stories ('federation' for one) that refer to the fine-tuning of warp drives in the early stages of the technology that allowed for them to kick in at closer proximity to gravity wells, but the minimum safe distance never hit 0.
