I always assumed (in my mind where things between the lines are spelled out) that Section 31 had knowledge of the Quickening before Bashir and that the design of the Morphogenic virus was inspired/influenced by. Also, Bashir didn't cure it, he developed a vaccine. Wouldn't have helped Odo.

I don't know; it seems plausible. Ezri (who is still Dax) thought Worf was dead. She finds him alive. he is angry, but he must admire her courage and honor. There are unresolved feelings. They are in a "we might die soon" scenario. the whole Dax thing is confusing to both. Under those conditions, a mistake

Section 31 has been around since the beginning of the federation, and they are a much more effective agency then the obsidian order or the talshiar (maybe partially because instead of wielding obvious authority, they are actually extremely secretive and operate counter to everything the Federation publicly represents)

I could see him doing it as a joke.

One of the silly things: When Sisko and Bashir were looking for info on Section 31, why didn't it occur to them to just ASK GARAK?

That is an interesting thought. It allows for the possibility that the future he experienced was only "one possible future" or a vision of sorts, rather then a literal future, which raises some troubling continuity questions.

Another way to put it: "High Concept" means "highly dependent on the initial premise." The term is misleading to some because high is really short for "highly dependent on" not "highbrow." SNL skits or most Southpark episodes would be good examples of "High Concept" comedy.

I was totally going to make a similar joke.

The thing about Seinfeld is alot of the humor derived from the fact that the characters were shallow, borderline sociopaths obsessed with the trivial. I never personally cared for it, as I didn't find the characters likeable.

Well, Janeway IS NOT your typical female lead…. but she's still a horribly written and inconsistent, unlikeable character.

Mind control by evil warlords probably leads to about half of my breakups.
