If the game isn't going to be up for sale in Australia than the dev have nothing really to lose by letting people pirating their games. People will most likely still buy other games.

Except Steam just implemented a whole bunch of region locking that keeps people from gifting across regions. All signs point to the ecosystem becoming even more locked down, not less.

A better questions is whether it's still considered piracy when permission is granted to download it without paying.

Kind of nice that the developers just say "Eh, just pirate the damn thing if you can't legally buy it in Australia", but maybe the devs should set up a tip jar so that Australians (and other pirates with a guilty conscience) can give them money even if they pirated the game.
