you mean details? it was originally andrew kreisberg’s plan but when he was justifiably fired the show decided to turn away from his ideas and that was one of his ideas

if kara could do that the show would have shown her doing it in an earlier episode

You're absolutely right. Seeds were planted in the episode. The issue is that there was nothing foreshadowed before the menagerie episode. Before the menagerie episode the show made it seem like Lena was working on her own with eve. Not one single sign of Lena bringing someone else in
