You might want to actually read the Act you’re referencing. The NFA classifies the AK-47 as an “assault rifle”, but semi-automatic variants are not considered machine guns.

The issue is that most pistol murders are 1-2 at a time. A knife can do that. If I want to kill a particular person really, really bad, there are easy alternatives to pistols everywhere that I could do it with. Building or buying a device capable of killings like this would be much more difficult.
