These attacks didn’t necessarily have to do any physical damage. We knew damn well that in giving Russia advance notice that most of the mobile assets would have been gone by the time the missiles landed.

That was my thought as well. The only other explanation I could perceive was that the guy held some level of clout over the legal process, and made sure that you got screwed by the judge.
