There are FAA regulations requiring one to stay at least 500' from the surface, or 500' from any person, vessel, vehicle or obstacle (14 CFR 91.119). Any planned deviation from this rule needs to be approved in advance from FAA.

reminds me of a sign on I-95 between baltimore and DC, just east of BWI airport that warns of “low flying aircraft”.    Are they flying so low that people in cars need to be concerned?!?
