Yeah cortana is a in game AI which helps you in the games. She has a friendly personality and is one of the chiefs best friends. Cortana was just a codename but fans loved it so they kept it. Its even done by the same voice actor.

Silencers which last at a maximum of 50 bullets. If you want why not give each survivor a special gun. I gave each survivor a grenade launcher and since they have unlimited ammo things can get fun.
