Yes, but that’s the way things should work. It should be part of the bill, so that the actual costs of dining out are shared by everyone who does so.

If no one tipped, it would absolutely cost the employers something. They would have to pay everyone minimum wage, rather than the tipped minimum. If that happened, they would have to start accounting for it in their budgets, and the way they do business would have to change.
