The last place I saw Mr. Kostroff was as the cop determined to do anything to take down Special Agent Badwig in TBL so I fully believed he would do anything to get ahead in this episode as well. Well, right from Watson becoming a woman, they've shown a willingness to refer to the canon but put their own spin on it so this could be an example of that.  It might also be a nod to the originals in that a few times, Dr. Watson would mention other cases they had worked on but which he (and more accurately Doyle)
