They are Japanese, meaning they are not of an Anglo-Saxon lineage. Most people who don't speak English natively don't think that bacon must be cooked as it's already cured/boiled/smoked(more often than not actually 2 from this list!) and thus ready to eat.

I'm not sure this is because they think that bacon is a vegetable though. I'm not Japanese but Russian and I personally know some vegetarians/pescetarians who don't mind eating bacon despite being aware that it's pork.
