I don’t think this is a Japanese game. Lots of random western games just aren’t available on Steam in Japan. Mass Effect and Dragon Age aren’t available there either, for whatever reason. It just depends on the game, mainly, I think.

I would assume that Japan may still require mosaics or some sort of blur or flash of light to cover the offending area.

The key phrase here is “100 percent uncensored”. Japan may be a glorious land of perverts but they’ve got enough prudes in power that not even a drawing of genitalia can get past them without a mosaic or black bar getting involved.

Pornography has to be censored. The censorship is utterly useless, but it does technically have to be censored.

If its a western studio just drawing anime style, then it might not meet the level of genital censorship that would be required.
