I’m pretty sure you don’t have to fill the box to get it shipped. I’ve used Prime Pantry two times and both times didn’t fill the box to 100%. What they do is charge $5.99 for shipping per box. That means once you hit 100%, it goes into a second box and that’s another $5.99.
