I’m guessing that’s not a grommet, but a plug. The arm looks cast, so making it hollow would require an opening.  And if you have to have the opening, you’d want to close it with something.

Worst cooking mistake was when I just started. I confused cloves of garlic with heads. Lead to the four heads of garlic stuffed into two chicken breasts. That was uh interesting.
