illegal passing is a lesser crime than hitting someone with a car. and last I checked, cops are supposed to be the ones enforcing laws. not civilians. and hitting someone with a car is NOT an appropriate punishment. maybe that’s how they do it in third world countries...luckily he didn’t kill anyone
