Are you blind? There’s another car about 1-car length ahead of the SUV when they start braking. At most it extends to about 2-car lengths just prior to the accident. They didn’t do a single thing wrong. In fact, had they been bumper to bumper when the accident occured it probably would have been a four car pileup.

I think technically there is a limit but it’s something super high like 10x. I believe there is also certain places where the city has forced them to set a lower limit.

As far as I know in some situations like this drivers are still offered the surge fair while riders are refunded. IIRC that’s what they did in Sydney when they were offering free rides to get people away from the hostage standoff.
