I’m not sure I’m getting what your saying. Yes the ISPs have been functioning this way forever, until last year when they say that net neutrality was going to die and they started making upgrades. But this is what happens when you put false ceilings in place

If net neutrality doesn’t exist, as it currently doesn’t, how can it come to an end? All of these “ifs” and “coulds” already exist in one form or another, and have for at least 2 decades.

I imagine it will mean the internet will be like it was before 2015, when none of these alarmist things were happening

It will shock you to learn that there are a significant number of people out there who drive cars notwithstanding having a suspended or revoked license.
