No it doesn’t. A decade is any period of ten years, not “each ten years starting with year 1". And even if it did mean the latter, the title of the article says “The 2010s,” which just means the years starting with “201". You’re not being pedantic so much as you’re just being wrong.

What lists have you been looking at? I thought everyone included Blackstar.

Part of the problem is in framing it this way: “[albums] that both define the decade behind us and point toward what’s next.” It basically guarantees you'll end by praising the same albums that critical consensus has already congealed around.

Pop dominates all of these lists because music critics are so desperately afraid of being attacked by “poptimists.” And it causes exactly the kind of freezing out of other genres that you see here.
