To be honest, true Global illumination is still a dream waiting to be achieved. I'm currently studying Graphics Programming, so this kind of stuff interested me immensely, but in the end, not all games need realistic lighting and stuff and its more important to develop effects that compliment the theme of the game…
Yeeah, that's not real Global Illumatination, its more like shadow mapping with some softening of the edges with Bloom effect.
To be honest, honest and true Global Illumination (Like ray tracing and real time ambient occlusion) still needs some quirks to be ironed out before its of acceptable detail in a full game even on PC. Alot of stuff nowadays are still manipulated by Local shading tricks and baked maps, which is still very viable.
