I donate my old printers and all other old or dead technology products to a local non-profit called "FreeGeek". If they don't give the printer to another non-profit or sell it in their thrift store, they carefully disassemble and recycle the materials.

I'm positive about Samsung's cartridges being full. My current printer has its original cartridge and the test/status page reports a page count of 3,219. I've trained my family to print anything with graphics in draft mode, which is probably why I have so many prints on one cartridge.

It is most likely a post-iPad 3 (ahem, New iPad) marketing promotion to get first-time iPad owners to load-up on apps and content.

I keep buying Samsung laser printers on sale for $50. They include a full toner cartridge which would cost $70-80 to replace with an OEM cartridge. Instead, I by a new printer when they are on sale and have one ready to swap-in with 10 minutes notice. I have a new-in-box replacement 3' from me right now.
