Your job as CEO is to return value to stockholders and move the company forward. Sometimes that involves getting buy in from your employees through employee recognition, raises, etc. Sometimes it involves building space ships and revolutionary products.

This concept that raising the capital gains tax changes the risk equation, and therefore discourages investment into the private and public markets, is really poppycock.
