This is actually covered, sort of, in the prequel movie The First Purge. The government observers were confused that the first thing black neighborhoods do when the Purge starts was thrown block parties.

This is the opposite of how people around him think. My friend is an extra on BvS and says he’s probably one of the most pleasant and and friendly directors to work with, even interacting directly with people like him.
