At my school, I'm able to donate to specific departments or student groups, so I donate to the student groups I was apart of. For this you'd want to work with the union first before going to police. If you bring police into the school over your admin's head you're asking for a lot of trouble, depending on the area. This is a job for the union.
Nope, it's all done by the admins in most public schools. Some charter schools or private schools may have different systems in place though.

It could be a legal issue. I know a store (Wawa) that no longer donates any food to local shelters because someone at the shelters tried to sue them after they got sick eating the food.
