The Red Cross isn’t about health care, it’s about humanitarian aid and responses to crises. The organization aspires to a certain level of care. If everyone started using their symbol, you’d never know what sort of care or service you’d be dealing with.

The Red Cross operates in really unstable areas, including war zones. I think making sure who uses their symbol and why remaining unambiguous and apolitical as possible is justified in this case.
