You can't lower the interest rate on government student loans, sadly. I'm paying mine back, and am way ahead of my payments (I'll be paying off my loans in about 5 years compared to 10). I asked them if I could get a break on the interest rates, since I'm way ahead, and am at low risk to default, and was told no.
