Well I guess it depends on your definition on a “man”. As I said there’s some of nuance when it comes this situation because her Y chromosome didn’t fully express itself through fetal development for whatever reason.

I personally believe the Y chromosome is the big thing. While her Y chromosome didn’t do it’s job completely, it did give her testes, and with those the ability to create more testosterone naturally than a person without them.

There’s a lot nuance to it but basically she has a Y Chromosome, internal testes and no ovaries. Her genetic makeup allows her body to create more testosterone than women, but less than fully developed males. At some point in her development the Y chromosome didn’t do it’s job completely.
