I think back to those dark days when CancerAIDS was the scourge of the commentariat. We didn't know. We just didn't know.

Except that money goes towards flashy projects and equipment, some of it superfluous. It doesn't go towards making soldiers' lives any better during their service or after.

Is the "first" thing making a comeback? Because I thought it had largely been quashed years ago, but I've seen a couple of these in the past month. Why? Why? This never needed to exist in the first place and it shouldn't now.

That's the thing: after a point, there's only so much you can do to fix their problems. Beyond that you risk the issues of over-dependence and resentment for "nagging".
