The US and Canada do not accept global UNECE vehicle regulations due to market "protection." That's the main reason. Otherwise, you could buy it almost anywhere else in the world, even if you needed to import it.

FYI, we get neither the A4 Avant nor the Passat wagon here in the US. But we do get the Allroad version of the A4.

I'm not the abolish all government type, but abolish the NHTSA. We don't need it. UN ECE global standards were born in 1958 and we should just switch to that. The rest of the world besides Canada either requires or accepts them.

Now it's funny because Mercedes Canada has requested for Canada to please accept European regs. Canada's vehicle regs are essentially a copy and paste of the US's.

And it waits in line to be crushed by U.S. Customs!

It's because THE REST OF THE GODDAMN WORLD accepts or requires UN ECE cars, but they are illegal in the US and Canada. At the same time, Europe accepts US-spec cars with minor modifications. US/Canada do not accept Euro-spec. Though recently Canada made an exception to Euro headlights.
