I know that it’s easy to dump on the prequel trilogy, but what about the overall story of the prequels was that bad? There were plenty of writing/acting issues, but the stories weren’t that bad.

Except that’s exactly what it means... You can still enjoy the old games and books, but they aren’t part of the new canon.

It’s definitely not the same mask. But it is similar. Doubtful it is any kind of in-lore reference but probably just a behind-the-scenes inspiration.
