I know he also voted for that, that part of the bill back then was viewed as progressive and one of the reasons why it died in the Senate. How does it fall apart because this part of the bill is completely different from the crime bill?

Holding Senators responsible for votes doesn’t usually accomplish much. Any reasonable politician (the few that are left, at least) who spends an appreciable amount of time in the Senate ends up with a voting record that could be attacked from the left and the right.

I am not huge fan of his, but he was only person to stand up against the crime part of the bill and speak about how racist it was.

He didn't create it. The Clintons went out of their way to destroy black families so it's a bit rich for her to speak on the issue as if she or her husband didn't have a hand in creating these conditions.
